The coordination of safety at work is now an essential activity in construction, giving technical support to the decision-making processes of the construction site operator and streamlining the action of the various actors, both in the design phase and in the construction phase.

It is up to the owner to appoint a safety coordinator for both phases of the process, who will be responsible for developing various technical tasks, in order to minimize risks and prevent accidents.

In the Design phase

Prior to the construction phase, safety coordination plays a key role in advising the various parties involved in the design phase and validating technical documents, including:

  • Inform the Owner of his responsibilities;
  • Development and technical validation of the Health and Safety Plan;
  • Ensure that the project authors take into account the general principles of accident prevention;
  • Collaborate in the preparation of the negotiation process.

Construction phase

Although the appointment of a safety and health coordinator in the construction phase is not mandatory, if only one company is expected to be involved, its presence is highly recommended since this is the sector with the highest number of accidents in Portugal.

In case the intervention of two or more companies is foreseen in the execution of the work, it is mandatory the presence of this technician regardless of the type, be it new construction, rehabilitation or remodeling. According to current legislation, the main functions assigned to the health and safety coordinator on site are as follows:

  • Participate in the follow-up meetings;
  • Promote the dissemination and implementation of the health and safety plan, as well as verify compliance;
  • Support decision-making in the area of risk prevention, through proposals for preventive and corrective actions;
  • Review the safety-data sheets prepared by the contractors and, if appropriate, propose appropriate amendments to the executing agency;
  • Control of planning and enforcement procedures, if they influence safety and health at work;
  • Occasionally check the validity of work accident insurance policies;
  • Analyze the distribution maps of personal protective equipment;
  • Inspect the state of conservation and the validity of the various personal protection equipment;
  • Promote audits to the safety management system of the executing entity;
  • To analyze the causes of serious accidents that occur in the worksite.
